Summary
The Preconstruction Specialist is a Preconstruction functional position and will possess competency in the following areas in order to perform the role in a safe, productive, and effective manner. Roles and Responsibilities
The Preconstruction Specialist supports all aspects of Proposal Development and Estimating functions, including maintaining historical data and development of standard procedures. Also responsible for document control for Preconstruction Operations, preparing and checking QTOs, leveling Subcontractor and Vendor proposals and pricing and development and maintenance of Work Packages. Serves as interface with Project Controls, Quality, SHE and Contracts during the Preconstruction phase.
Assists Estimating, Engineering, BIM/VDC, Project Controls, Operations, Contracts, Quality & Safety, Health & Environmental (SHE):
- Manages and assists with regional CRM data input and reporting
- Trains new CRM users
- Supports regional prequalification process and takes the lead on completing submittal information
- Assists Estimators with filling out bid forms and proposal submission
- Performs Quantity Take Offs (QTOs) and checks QTOs prepared by others.
- Operates Estimating software with proficiency under guidance of Senior Estimating staff.
- Attends weekly Preconstruction Functional meetings
- Gathers project Metrics from estimators for each bid and updates database
- Maps cost estimates to phase code budgets to support turnover to Project Controls.
- Interface between Estimating and Project Controls to facilities resource loading of CPM Schedule.
- Works with BIM/VDC to verify scoping of bid items and work sequence.
- Creates presentations for various company needs
- Prepares and coordinates content of Proposal documents across functional departments
- Operates and Maintains document control for Preconstruction activities, including preparing and updating document registers for Subcontracts and Purchase Orders.
- Supports preparation and updates of Construction Work Packages (CWPs) and Installation Work Packages (IWPs) in support of transition to Operations, and as needed by smaller projects.
- Creates and updates resumes and organization charts for business development and Proposal needs
- Prepares bid tabs and leveling of Subcontractor proposals and Material quotes. Makes recommendations to Preconstruction team.
- Solicits Subcontractor proposals and Material pricing. Manages the associated communications.
- May serve as primary point of contact for client on smaller, less complex proposals.
- Compiles contract documents for internal functional and legal review. Assists in preparation of redlines and other documentation.
Supports and Maintains historical Estimating database and procedures:
- Understands company standard Schedule of Values (SoV) form. Ensures accuracy of estimate mapping to SoV.
- Interface with Project Controls to ensure Estimated (Budget) and Actual unit rates, cost and productivity data is accurate, archived and available for use by Preconstruction.
- Assists in development of Preconstruction and Estimating libraries and procedures.
Provides Administrative Support:
- Provides administrative support on an as needed basis for, Business Development, Estimating and Contracts.
Requirements
The Preconstruction Specialist will possess the knowledge skill, and/or ability in the following areas essential to perform the functions of the position.
Education and/or Experience:
- Bachelors degree and 4 years related experience; or equivalent combination of education & experience. Background in project controls, purchasing, contracts or engineering required.
Language / Communication Skills:
- Ability to effectively express oneself using written and oral communication skills
- Ability to write reports, business correspondence, and procedures
Mathematical Skills:
- Ability to work with mathematical equations such as percentages, ratios, addition, subtraction, multiplication, and division
Computer Skills:
- Proficient with Microsoft Office and Adobe Creative Suite
Interpersonal Skills:
- Ability to work along side co-workers in a team environment
- Ability to collaborate with colleagues in related business departments, when gathering information for prequals
Reasoning Ability:
- Ability to research and analyze various types of data
- Ability to organize and prioritize work, good time management skills
- Ability to sift through information and parse it to the appropriate collateral documents
Physical Demands:
- Regularly required to stand, walk, and sit for long periods
- Work requires the ability to type at a computer, and talk on the phone
- Work requires close and distant vision
Work Environment:
- Work is primarily in an office environment, but involves exposure to outside weather and jobsite conditions
- Work will require the ability to travel to pre-bid meetings and project locations
